I visited Manila city in the Philippines from July 19th through 22nd. The ACRP women committee organized the International Conference on Women Empowerment Against Modern Day Slavery. It was my first official visit as SG to participate in the committee program of ACRP.

The conference was convened by ACRP in collaboration with the International Justice Mission, the Uniharmony Partners Manila, the University of Santo Tomas Institute of Religion and Simbahayan Community Development Office.

We discussed and exchanged information and knowledge on the complexities and dehumanizing adverse effects of modern-day slavery to children and women. We mainly focused upon the role of women and religious traditions as the key to empowering women in addressing modern day slavery.

I take freedom as SG to share with my readers some essential points articulated in the Manila Statement on the Multi-Faith Approach to Women Empowerment Against Modern Day Slavery, which was officially adopted and is now being under the process of release on ACRP website.

・The 2016 Global Slavery Index reveals that there are nearly 45 million victims of human trafficking worldwide, almost two-thirds are from Asia. Millions continue to be forced into bonded labor, commercial sex trafficking and child soldiering. The vulnerability of women and children in these modern-day forms of slavery is our utmost concern.

・We are aware that the advancement of technology, the rise of globalization and the increasing economic divide between rich and developing countries have exacerbated the demand-supply of this modern day slavery.

・We believe that a more cohesive and broader partnership among faith-based organizations, religious communities, key government agencies, and civil society organizations in combatting modern day slavery.

・We believe that reviving traditional family values and roles of women are keys to preventing the trafficking of vulnerable women and children. Empowering women has to be located in the very nature of womanhood expressed in various multi-faith traditions as the mechanism to rekindle human dignity and the good of the person both at home and in society.

Besides various forms of discussions, presentations and panel discussions, etc., we had an opportunity of visiting trafficked victim’s shelters. I went to one of the shelters run by the Catholic church. At this shelter, each team consisting of two participants were given a chance of interaction with a victimized girl for about 30 minutes.

My team’s meeting partner is a 16year old girl. I asked her what she wants to be in the future. She told us hesitantly that she wanted to be a teacher, but after the severe experience of forced prostitution, she changed her wish from teacher to a social worker. I further asked her why? She answered, “Because I want to be like a social worker who is now helping us at this shelter. I want to help a child like me.”

At that moment, I felt I could see an intense trauma she has been carrying with her so far. The reality of modern-day slavery is very harsh and severe. But we people of religion should not be bystanders but go to this problem.

Women committee and Philippines National Chapter have decided to launch a project focusing upon this fundamental issue, illustrated by the theme of this conference.

We discussed how we secure human and financial resources. Of course, we have a long way to go. But each one of us can start for example with the donation of one or two dollars or more every month.

As ACRP women committee together with Philippines national chapter will start formulating a project planning. Although I am a man, I would like to join their efforts for women empowerment.

私は7月19日から22日までフィリピンのマニラ市を訪れました。 ACRP女性委員会主催の「現代の奴隷制に対する女性のエンパワーメントに関する国際会議」に参加するためです。ACRP事務総長としては初の ACRPのコミティ・プログラムへの参加となりました。

本国際会議は、インターナショナル・ジャスティス・ミッション、国連ハーモニー・パートナーズ・マニラ、サントトーマス宗教研究所、シンバハヤン・コミュニティ開発事務所とACRPとの共催で開催されました。

私たちは、現代の奴隷制が子どもや女性にもたらす悪影響の複雑性と非人道性に関する情報と知識を出し合い、議論を行いました。特に、現代の奴隷問題に対処するためには女性と宗教組織が女性の能​​力強化を図っていくことが鍵となることに焦点を当てました。

私は事務総長の責任において、読者の皆様に対し、現代奴隷制に対する女性のエンパワーメントへの宗教協力的アプローチに関するマニラ声明の中に明示されているポイントをお分けしたいと思います。本声明文は閉会式において正式に採択され、現在ACRPウェブサイトにおける公開を準備中です。

・2016年時点での世界の奴隷指数によれば、人身売買の被害者は世界中で約4,500万人に上り、そのうちの3分の2近くがアジア人であることを示しています。何百万もの人々が奴隷労働、商業的セックス、人身売買、児童兵士等の奴隷的生き方を強制され続けています。これらの現代の奴隷制における女性と子どもの脆弱性は最大の懸案となっています。

・技術の進歩、グローバリゼーションの台頭、富裕国と貧困国との間の経済格差の進展は、現代の奴隷制度の需要と供給の関係を増加させることに貢献しています。 ・宗教組織・共同体、政府機関、市民組織間の一貫性のあるパートナーシップが、現代の奴隷制と戦う力となっていると私たちは信じています。

・私たちは、伝統的な家族の価値観や女性の役割の復活は、脆弱な女性や子供たちの人身売買を防止する上での鍵になると考えています。女性の能力を強化することは、家庭と社会の両方において人間の尊厳と善を復活させる仕組みとして、多元的な伝統の中で培われてきた女性の本質の復活でもあると考えます。

さまざまな形での討論、プレゼンテーション、パネルディスカッションなどのほかに、人身売買被害者たちの避難所を訪れる機会がありました。私はカトリック教会が運営する避難所に行きました。このシェルターでは、2人からなるチームが犠牲となった1人の少女と約30分間交流する機会を与えられました。

私のチームの交流相手は16歳の少女でした。私は彼女が将来何になりたいかをたずねました。彼女は躊躇しながらも小さいときは教師になりたいと思っていたのだけれど、強制売春という厳しい経験をした後には、教師から社会福祉士になろうと考えが変わったと答えてくれました。私はさらに彼女にどうして？とききました。彼女は答えました。「私はこのシェルターで今私たちを助けているソーシャルワーカーのようになりたいんです。私は私のような子供を助けたいんです！」

その瞬間、私は今まで彼女が抱えてきているとても深いトラウマを垣間見たように感じました。現代の奴隷制の現実は非常に厳しいものです。しかし、私たち宗教者は傍観者であることは許されないのではないでしょうか。この問題に立ち向かっていくべきだと思うのです。

ACRP女性委員会とフィリピン委員会は、この会議のテーマに示されている非常に重要なテーマに焦点を当てたプロジェクトを立ち上げることを決めました。 私たちは人的・財的資源を確保することの重要性についても話し合いました。もちろん、私たちの目の前には乗り越えなければいけないたくさんの課題が横たわっています。しかし、私たち一人ひとりは、毎月1〜2ドルの寄付で始めることができます。

ACRP女性委員会がフィリピン国内委員会と共にプロジェクト計画の策定に着手致します。私は男性ですが、女性のエンパワーメントのための努力に参加したいと心から思っています。
