Public policy’s role / 公共政策の役割

In simple terms, I think public policy means a policy for public interest including public wellbeing. Public interest means interest to the public. It also says “Interest of Globe” and “Interest of Future.”

公共政策とは端的に言えば公共の福祉を含む公益のための政策ではないかと考えます。公益とは文字通り、公共のための利益です。「地球益」、「未来益」をも意味します。

On the contrary, personal interest means interest to the individual. If we apply interest only to the human world, “Interest of Globe” means interest for everyone on the globe. “Interest of Future” means interest for coming generations. In one word, public policy is a policy of interest of everyone living now and that of coming generations.

逆に私益は個人の利益を意味します。もし、人間世界にのみあてはめれば、地球益は地球上のすべての人の利益を意味します。未来益は将来世代の利益を意味します。一言で言えば公共政策とは今を生きるすべての人々の利益と将来世代の利益のための政策です。

One Japanese university student visited with our group some Palestinian refugee camps in Lebanon in August 2016. There, we witnessed the plight of refugees. It was the first time in her life and was quite shocked. Since then, she was gradually awakened to the true nature of refugee problems and finally arrived at her determination to be in some ways involved in refugee assistance activities.

2016年8月、一人の大学生が私たちと一緒にレバノンのいくつかのパレスチナ難民キャンプを訪問しました。そこで私たちは難民の窮状を目の当たりにしました。彼女にとっては人生で初めてのことでした。私たちもそうですが、大きなショックを受けた彼女は、以来、難民問題の本質に徐々に目覚め、最終的には何らかの方法で難民支援に関わっていくという決意に至ったのです。

She volunteered at Japanese NGO for assisting Palestinian Refugees and went back to Lebanon by herself a year later. She spent nearly a month supporting refugee children through some volunteer works. Through this profound experience in Lebanon, she became aware of the importance of addressing the refugee problem by pursuing to get rid of root causes.

彼女はパレスチナ難民を支援する日本のNGOでボランティア活動を行い、一年後に一人でレバノンに渡りました。約一か月近く滞在し、パレスチナ難民の子供たちを支援するボランティア活動に従事しました。こうしたレバノンでの深い体験を通し、根本的な原因を取り除いていくことを追求することこそが難民問題に取り組む上で重要であることに徐々に気づいたのでした。

It was indeed a life-transforming experience for her. She finally concluded that she had to pursue studying public policy for changing social or political system which may produce such problems as refugee influx and other types of human sufferings. Yes, she realized how public policy plays a crucial role in transforming the world to more inclusive and coexistence where no one is marginalized and excluded by discrimination and oppression.

彼女にとってはまさしく人生の転機となる経験でした。最終的には難民の流出やその他の苦しみを伴う人間の問題を生み出すような社会システム、政治システムを変えるためには、公共政策を学ぶ必要があるとの結論にたどり着いたのです。そうです。差別や抑圧によって周縁化され排除される人が一人もいない、より包摂的で共生的な世界へと現代世界を変容させていく上で、いかに公共政策が枢要な役割を果たすのかに気付いたのでした。

I am an amateur in public policy but getting to understand its important role. I think there is a common value between public policy, and ethics, morality, religion. It is to pursue and secure public interest, namely”Interest of Globe” and “Interest of Future.” They are horizontal-spatial and vertical-time like interests, I may say.

私は公共政策の分野は全くの素人ですが、その重要な役割を理解しつつあります。公共政策と、倫理、道徳、宗教の間には共通の価値観が存在すると思います。公共の利益、つまり地球益と未来益を追求し、確保するものです。横の空間的利益と縦の時間的利益と言えるかもしれません。

Her encounter with Palestinian refugee children in Lebanon altered the course of her whole life. She will graduate from university in Japan in March 2019 and is now preparing to study public policy at graduate school in the United Kingdom. She has convinced me that we ordinary citizens can also participate in public policymaking.

レバノンでのパレスチナ難民の子供たちとの出会いが彼女の人生を180度一変させたのです。彼女は来年3月に日本の大学を卒業予定で、その後はイギリスの大学院で公共政策を学ぶために現在留学の準備も行っています。彼女は私たち一般市民も公共政策作りに参加できることを私に教えてくれました。

Her future goal is to work for international organizations such as NGOs and UN organs, particularly at the United Nations Relief and Works Agency for Palestine Refugees in the Near East（UNRWA). She is strongly motivated to work for innovating unequal societies.

彼女の将来の目標はNGOや国際機関、特に国連パレスチナ難民救済事業機関（UNRWA）で働くことです。不平等な世界を革新していくために働きたいという意欲に満ち満ちています。
