SG’s speech at the International Seminar in Bangladesh, November 28, 2018/ バングラデシュ国際セミナー・事務総長スピーチ 20

I share with you my speech on 28th at the international seminar for peace through inter-religious and intra-religious dialogue organized by the Bangladesh chapter of RfP Asia, held at Dhaka on 27th-28th November 2018. Another speech on 27th was made based on the previous posting titled “the authentic significance of inter-religious dialogue.”

2018年11月27日、28日ダッカで開催されたRfP Asiaバングラデシュ委員会主催の「異宗教間並びに同一宗教間対話による平和」のための国際セミナーでの28日の事務総長スピーチをアップいたします。なお27日のスピーチは前回のブログ「宗教間対話の真の意義」に基づいて行いました。

Good morning all the distinguished participants, ladies, and gentlemen. I want to reiterate my great appreciation to the organizer for giving me the second opportunity of speaking to you.

ご臨席の皆様、おはようございます。昨日に引き続き、皆さまに二度目のお話をする機会を頂き、主催者に心より御礼申し上げます。

Today, I am going to speak about the guideline on Religions for Peace-Asia.　It has passed one year and eight months since I became Secretary-General of RfP Asia. I vividly remember that I mentioned in my inauguration speech in Beijing in 2016 about the vision and mission of RfP Asia. The policy needs to be based upon its vision and mission. So, I share with you the mission and guiding principles of RfP Asia in the constitution.

本日は、アジア宗教者平和会議のガイドラインについてお話を致します。私が事務総長に就任してから一年半が経ちました。2016年、北京での就任挨拶でRfP Asiaのミッションとビジョンをお話ししましたことを鮮明に覚えております。方針はビジョンとミッションに基づくものであることは言うまでもないことです。まずは規約に記されているRfP Asiaのミッションと運営原則をお分けしたいと思います。

The mission is to promote Asian spiritualties and interreligious awareness and harmony, as well as global and regional cohesion in the pursuit of peace, justice, and human dignity and to uphold and develop the religious heritage of the Asia-Pacific region by the authentic values of religion and spirituality.

ミッションは、宗教と霊性の真の価値に則り、アジアの精神性、諸宗教間の気づきと調和、並びに平和、正義そして人間の尊厳を探求する上での地球並びに地域レベルでの連帯を促進し、アジア―太平洋地域の宗教的伝統を守り、更に発展させることです。

RfP Asia is affiliated with and operates in accord with Religions for Peace International, its spirit, its mission to advance collective action among the world’s religious communities for peace, and its five guiding principles:

RfP AsiaはRfP Internationalと連携して活動を展開しております。RfP Internationalは平和のために世界の宗教組織が共通の行動を展開することをミッションとしており、五つの運営原則を掲げています。

-respect religious differences

-act on deeply held and widely shared values

-preserve the identity of each religious community

-honor the different ways religious communities are organized

-support local and multi-religious structures

ー宗教的な違いを尊重する

―深く共有される価値に基づいて行動する

―各宗教組織のアイデンティティーを保持する

―宗教共同体が異なる方法で組織化されていることを尊重する

―地域と多宗教的な構造をサポートする

So, we will always bear in minds and follow the mission of ACRP as well as the five guiding principles.

私たちはRfP Asiaのミッションとこの五つの原則に従って行動することを肝に銘じます。

Let me also share with you my thoughts on ACRP’s mission and vision, which I mentioned in my inauguration speech.

My vision of ACRP is “Open-minded, sincere dialogue and Action-oriented movement for people in need.”

My thought on the mission of ACRP is “Contribution to realizing peaceful, just and equal societies for all without exemption.”

My belief in fulfilling ACRP’s mission and realizing the vision of ACRP exists in unconditional love and compassion for all beings, regardless of the many distinctions and boundaries.

これに加え、私が就任挨拶で述べたRfP Asiaのミッションとビジョンを皆さんと分かち合いたいと思います。

RfP Asiaの私のビジョンは「助けを必要とする人々のための心を開いた誠実な対話と行動志向の運動体」です。

RfP Asiaの私が考えるミッションは「例外のないすべての人にとっての平和、正義そして平等な社会を実現することへの貢献」です。

RfP Asiaのミッションを果たし、ビジョンを実現する道は、多くの区別や境界に拘わらず、すべての存在のために無条件の愛と慈悲を捧げることにあると固く信じています。

Also, let us remember that our movement started its first step with very concrete actions based on an authentic dialogue, which was demonstrated by the rescue actions for the boat people in 1970, the founding year of RfP Asia. The founding spirit of RfP-Asia lies in the motto of “Different Faith for Common Action, in realizing Peace and Justice for all, without any exemption.”

私たちの運動は真の対話に基づく非常に具体的な行動からその第一歩が始まったことを思い出しましょう。1970年のRfP Asia創設時のボートピープルの救済活動がその証です。RfP Asia創設の精神は「いかなる例外もなくすべての人々の平和と正義を実現するための『共通のアクションのための異なる信仰』というモットーにあるのです。

At the last Incheon General Assembly, we declared we would pursue growing to be an action-oriented organization by putting into practice the commitments and promises we made and expressed in the Assembly Declaration.

私たちは、仁川アジア総会の大会宣言文で謳った決意と約束を実践に移していくことによって、RfP Asiaを行動志向の運動体に成長させていくことを宣言したのです。

It’s time not only declare and announce that RfP-Asia seeks to be an action-oriented organization or movement. ACRP is a movement of actions. For RfP-Asia to be growing so, we need to be a foot-working body, rather than only mouth-working one. I am talking to myself, not to you. The pillars of our actions are the promotion for peace, engaging in conflict resolution and reconciliation, and strengthening the organization and its sustainability, etc. to which many of you have already devoted.

RfP Asiaが行動志向の組織、運動を目指すことを単に宣言し、発表する時ではありません。RfP Asiaは行動する運動体なのです。RfP Asiaがそれに向けて成長していくためには、私たちは単に口だけを動かす組織から足を動かす組織になっていく必要があるのです。皆さんに語っているのではなく、私は自分に語っているのです。多くの皆さんが既に挺身してくださっていますが、私たちの行動の柱は、平和の促進、紛争解決と和解、そして組織の強化と安定化などです。

But some of these have been implemented, and others have not. So, what are we having and what are we not having? We have a clear mission and vision. We have clear guidelines. We have great leaders like you who have tirelessly committed to the development of RfP-Asia for long years, with profound wisdom and experience. I feel so from bottom of my heart. As Secretary-General, I am very proud of you who have been contributing to ACRP in the spirit of selfless devotion.

これらの幾つかは実践され、幾つかはまだ実践されていません。私たちは何を持ち、何を持っていないのでしょうか？私たちははっきりしたミッションとビジョンを持っています。明快なガイドラインも持っています。深い知恵と経験を持って長年にわたり、疲れを知らずにRfP Asiaの発展のために尽くしてこられた皆さんのような素晴らしいリーダーがいます。私は心からそう思っています。事務総長として、自分をなくして尽くし、捧げるという精神でRfP Asiaのために貢献して下さってきた皆さまをとても誇りに思います。

Can I do more? Am I doing utmost? It has been one of my severe questions to myself. We at the Tokyo secretariat decided to do some projects through collaboration with some Japanese NGOs, besides our flagship projects which we recently circulated to the leaders of each national chapter. One of them is to support civilians and Muslim leaders who have been and are trying to provide a platform of dialogue among conflicting parties in Afghanistan. Although our support was a small one, we will continue our humble efforts.

もっと自分はできるのではないか？最善を尽くしているのだろうか？これは自分への真剣な問いかけであり続けています。私たち東京事務局は皆様にお知らせしたRfP Asia全体としての旗艦プロジェクト以外に、日本のNGOと協力してプロジェクトを支援することを決定しました。そのうちの一つはアフガニスタンで対立するグループに対話の場を提供する活動を続けている市民とイスラームのリーダーたちへの支援です。ささやかな支援ですが、私たちは続けていきます。

I know many of our ACRP family members are doing their utmost to address global issues such as climate change, refugees, human trafficking, education, etc. in the respective country. And we know that we need a passion for love, courage, and energy to take concrete action. We also know that we need lots of efforts in securing human and financial resources.

多くのRfP Asiaの家族がそれぞれの国で、気候変動、難民、人身売買、教育等の地球的な課題に全力で取り組んでいることを知っています。そして、具体的なアクションを起こすには愛の情熱と勇気とエネルギーは必要なことも知っています。そして人的、財的な資源を確保することに多大の努力が必要なことも知っています。

We are the people of faiths with commitment, and dedication to meet the call of God. We have the power to make efforts for necessary resources. If we believe in the equal dignity and potentiality of ourselves and others, God and Buddha surely protect and give us such courage and energy.

私たちは神の思し召しに応えるための挺身と献身を身につけている信仰者です。必要な資源のために努力することができる力を持っています。自分自身、そして他者の中の平等なる尊厳性と潜在能力を信じるのであれば、神仏は必ず私たちをまもり、そのような勇気と力を与えてくださるのです。

This seminar is one of the best examples that the Bangladesh chapter succeeds in organizing this fantastic seminar on your own. We have other excellent models of national chapters. Thank you all for your endeavors.

このセミナーも最善のモデルの一つです。バンクラデシュ委員会はこの素晴らしいセミナーをご自分たちの力で開催されたのです。他の委員会も良きモデルを提供してくださっています。皆さまのご努力に感謝申し上げます。

I summarize ACRP’s General guideline as follows;

RfP Asiaのガイドラインを以下にまとめます。

1. Making an effort by each national chapter as well as by the whole body to raise fund in each country among members and donors both individual and organizational level.

1．各国委員会並びにRfP Asia全体として、個人、組織の両レベルでメンバー並びにドナー に呼び掛けて資金勧募のための努力を行う。

2. Activating 4 working commissions. Each commission makes an effort to take at least one concrete action per year based on an action plan.

2．4つの委員会活動の活発化を図る。行動計画に基づいて、少なくとも年に一つの具体的行動を行う努力をする。

3. All national chapters make efforts to take or continue concrete actions, address issues or problems in the respective country.

3．それぞれの国における課題や問題に対応すべく、各国委員会は具体的行動を継続する努力を行う。

4. We have identified ACRP’s flagship projects for further efforts of addressing serious issues in our region.

4．私たちの地域における深刻な諸課題に更に取り組むため、RfP Asia旗艦プロジェクトが策定された。

5. All of us are encouraged to start with a first step regardless of its size or scale.

5.  規模の大小にかかわらず、私たちは第一歩を踏み出していく。

All these efforts are based on our sincere and open-minded dialogue in the spirit of mutual understanding and trust.

これらの努力は相互理解と信頼の精神において、誠実かつ心を開いた対話に基づいてなされていくものである。

Dear distinguished friends, we are united with each other as members of the one family. Our solidarity as the same family members can make ACRP further grow for peace and happiness of all, and we can make a change in our world.

親愛なる友人の皆さま、私たちは同じ家族として互いに一つに結ばれているのです。同じ家族である私たちの団結は、すべての人々の平和と幸せのためにRfP Asiaがさらに成長していくことを可能にします。そして私たちは世界を変えていくことができるのです。

As I told you yesterday, however, my power is small, I am not powerless.

昨日もお話ししましたように、私の力がどんなに小さいものでも、私は無力ではないのです。
