What I think before the end of 2017 / 2017年の終わりを前に思うこと

今年もあと数日で終わりです。さてこの一年間はどんな一年だったでしょうか。

We have only a few days left until the end of 2017.　What kind of a year have we spent this year?

私にとっては激変の一年でした。仕事の上では5月にACRP事務総長に就任したことです。プライベートでは同じ東京ですが長年住み慣れた地域から新天地へと引越しをしたことです。人生初めての通勤も本日から始まりました。これまでの人生では通勤最長時間は徒歩で片道25分でしたが、今日からはバスと地下鉄と徒歩で片道80分です。階段の上り下りもありますし、かなり足腰が鍛えられると思います。62歳にして身体を鍛え直す機会を頂いたと思っています。

For me, the year 2017 is a year of drastic change. In my work, I became SG of ACRP last May. On private, I have moved to a new place from where I lived for many years, even within the Tokyo area. As of today, I have started my commuting for the first time in my life. The longest commuting time in my life so far is 25 minutes on foot one way, but it takes more than 80 minutes for commuting by bus, subway and walking one way. It includes going up and down the staircases at subway stations and gives me a hard training for my body. I feel I get a good chance to retrain my body at the age of 62.

ACRP事務総長就任は私の人生を大きく変えつつあります。アジア全体の出来事により細かい注意を向けるようになりました。知己もいっぺんに増えました。それまではお名前しか知らなかった方々とも実際にお会いし、交信をするようになりました。ACRP家族という意識がとても強くなり、日本人、インド人、フィリピン人等といった国籍を意識することが非常に少なくなりました。

The post of ACRP SG is now changing my life to a degree.   I am now paying more sensitive attention to the happenings in the whole Asian region. I have been acquainted with many people rapidly. I have met many people whom I only know by names and started communications with them. The consciousness of ACRP Family has become so strong and got to be less conscious about nationality such as Japanese, Indian, and Phillipino, etc.

むしろ、〇〇さん、〇〇博士というお名前で意識することが多くなったのです。日本人であろうが、異なる国の人であろうが、共通言語の英語で話をしていると互いの国籍や人種などは意識する必要がなくなるのです。30代の初めに私はジュネーブのUNHCR本部で3年間働きましたが、当時の状況を思い出します。実に多様な国籍の人々が難民のために汗を流してともに働いたのです。

I became more aware of the names of individuals like Mr. 〇〇、or Dr. 〇〇. There become no need to conscious about each other’s nationality or ethnicity while speaking with each other in the common language of English. I remember the days I worked at UNHCR HQs at Geneve for three years in my early 30s. So many people of various nationalities worked together for assisting refugees.

ACRP事務局は今年東京事務局として一般社団法人を取得したことも大きな前進でした。法的人格を持つことにより日本においても対外的な活動や折衝が容易になりますし、具体的なプロジェクトの実施や運営の資金勧募にも乗り出すことができるようになりました。

Another excellent advance for ACRP was obtaining the status of the social corporation as ACRP Tokyo office. By possessing legal personality, ACRP could easily launch external activities, including implementation of concrete projects as well as fundraising for managing such projects.

事務局の主業務は国際業務であり、東京にある国際事務室といった感じです。スタッフの英語能力は非常に高く、仕事は英語が主になります。ただし、全員日本語が母国語なので日常会話はどうしても日本語になってしまいます。一度日本語禁止を試みたのですが3日も持ちませんでした。

The main work of the secretariat is international, and Tokyo secretariat is just like an international office in Tokyo. The English command of secretariat officers are very high, and works are done in English. However, as all staff members are Japanese, the daily conversation is being carried out in Japanese. Once we decided not to use Japanese during office hours, it did not last even a couple of days.

さて来年は4月にインドのバンガロールでACRPのECが開催されます。ACRPの具体的フィールド活動も、ロヒンギャ問題を含め、徐々に動き始めています。2020年の次回ACRP東京大会の準備も着々と進んでいます。フィールドにもスタッフ全員が積極的に出かけていきます。もちろん、ACRPにとってのフィールドとはアジアです。来年は日本語禁止も再チャレンジいていこうと考えています。やはり、毎日英語を使わないと錆びついてしまうものです。

In April 2018, the EC will be held at Bangalore of India. ACRP’s field activities have gradually been implemented including Rohingya issues. The preparation for 2020 Tokyo Assembly of ACRP has also been steadily progressed. All staff members of the ACRP secretariat go out to the fields actively. Of course, the area of ACRP is Asia. From next year onward, we want to resume non-Japanese communication even at the secretariat. Our command of English will be easily degraded without using it every day.

必然的に身体も鍛え直し、前に進んでいこうと思います。

Every day, I commute to my office which inevitably provides good exercises for my body. I will go forward with my stronger physical condition.
