家族の定義 / Definition of Family

昨日はトルコの難民キャンプから日本に語学留学にきたシリア人学生たちの歓迎会に参加しました。二年間日本に滞在し、働きながら日本語学校で日本語を習得し、その後、大学、あるいは大学院進学を目指すためです。将来は祖国復興のために学んだ知識、技術を生かしたいという学生たちです。

Yesterday, I attended the welcome reception party for the Syrian students from refugee camps in Turkey. They will be staying in Japan for several years to study at university or post-graduate school after acquiring important Japanese ability at Japanese language schools for the first two years. They all have dreams of making full use of acquired knowledge and skills for the reconstruction of their home country in the future.

このプログラムは日本難民支援協会とWCRP日本委員会が昨年3月から共催で行っているものでこれまで10名強が参加してきました。日本語学校は授業料免除、その他企業などが無償で住居を提供する協力などを行っておりますが、生活費は学生たちがアルバイトをして収入を得て自活することが原則になっています。

This program has been implemented since March last year jointly by one of the Japanese NGOs and Religions for Peace Japan. So far, more than ten students have been attending this program. Japanese language schools have offered tuition exemption, and other companies offer free accommodation, etc. However, in principle, the daily living expenses have to be covered by earnings through a part-time job, etc. by students themselves.

日本ではシリアからの留学生を受け入れる初めての試みとなりました。難民として受け入れる道は非常に厳しく狭き門ですが、留学生として受け入れることは可能なのです。

This project is the first attempt by Japan to receive students with Syrian nationality. It’s tough to accept them as refugees but easier to receive them as international students.

WCRP日本委員会には、平和と和解、軍縮、環境、自然災害緊急救援などのタクスフォースがあり、それぞれ活発に活動を展開しています。本留学生受け入れプログラムは難民問題タスクフォースが昨年実施を決定し、展開しているものです。

“Religions for Peace Japan” has several task forces in such fields as peace and reconciliation, disarmament, environment, emergency relief, and each task force is implementing projects actively. This Syrian student project is being carried out by the Refugee Assistance Task Force.

イラクやシリアは、現在、最も過酷な紛争状況下に置かれている国家であり、多数の国民が命を守るために他国へ難民として流出し、難民キャンプでの生活を余儀なくされているのです。

Iraq and Syria have been and are now placed under severe conflicts and internal wars. Many peoples fled to other countries as refugees for protecting their own lives and are now forced into living in refugee camps.

わたしはWCRP日本委員会の特別会員かつ難民問題タスクフォースの委員としてこれらの活動にも携わっています。日本では、難民に対する関心は非常に低く、ごく一部の関係者やグループを除いてはほとんど関心が払われていないのが実情です。祖国を逃れ、いくら優秀でも学校に通えない子供たち、青少年がたくさんいるのです。ほんのわずかな人数ですが、私たち宗教者は彼らを同じ地球に住む家族として受け入れ、将来はシリアで苦しむ家族のもとに力をつけて戻っていく彼らの応援をしています。

I am now on the board of Refugee Task Force of RfP Japan and actively participating in its various activities. In reality, most Japanese except a small number of relevant people and groups in the refugee field don’t show interest in refugee matters. Although many young people and children are very competent and possessing the high ability, they cannot get access to any educational system in the countries away from their mother countries. Even the number is so small, we people of religions accept them as our fellow human family members and support them to return to the places where their families live after acquiring the necessary knowledge and skills.

彼らは学校に行けることがうれしくて仕方ない、戦争のために学校が終了できないこと、日本とは比べ物にならない厳しい状況で生きていることを切々と訴えました。

They desperately appealed to us host groups that they are so happy to go to school as they could not complete their schools due to conflict and war, which cannot be compared with peaceful Japan regarding security.

今日、初めて会った学生たちはたどたどしくはありますが、素晴らしい日本語で感謝と決意の挨拶をしてくれました。関係者が集まったささやかな歓迎会でした。「我々は弱き立場に置かれている家族に目を向け、彼らを決して忘れずに、同じ地球人として共に手を取り合って生きていく。」私は冒頭での歓迎の挨拶で、彼らはシリア人である前に同じ人間としての家族であり、苦しんでいる家族を助けることはごく当たり前のことであること、これからもWCRP日本委員会、そしてACRPは家族のためにできることを一生懸命していくことを誓いました。

Though the students we met for the first time yesterday spoke Japanese awkwardly, they shared with us their deep appreciation and determination for their new life in Japan. It was a small welcome reception. “We pay attention mindfully to our family members who are marginalized in our society, and we will live together with them as the same human family hand in hand.” In my welcome speech, I made a vow that as they are the same human family members before Syrian, it’s nothing special and so natural to give helping hands to suffer family members and that RfP Japan, as well as RfP Asia, will do utmost whatever possible for our family members.

地球の裏側の家族にどう寄り添っていくか、それは私たち一人ひとりの心がけ次第であることを改めて実感しています。こちらから寄り添っていかなければ一生会うことなく、関心を払うこともなく、彼らの叫びを聞くこともなく、他人のままで、無関心のままに生きていくのです。同じ家族としてこんなに寂しいことはありません。

How we could be by the side of our family members who live so far away from our places depends on each one’s will and determinatio…so I feel from the bottom of my heart. We will never meet, never show interest, never listen to the shouting voice, and continue to live as strangers, being indifference to each other, unless we go to meet people and be by their side. Nothing is sadder than such relations within the same human family.
