最も弱き家族のことを忘れずに生きる / To live without forgetting most vulnerable members of human family

私は現在、仕事と並行して人間の安全保障領域での研究を行っています。人間の安全保障とは簡潔に言えば一人一人の人間のいのちと人生の尊厳をいかに確保するかを目的とする概念で、1994年にインドの経済学者でノーベル経済学賞受賞者でもあるアマルティア・セン博士が提唱したものです。それまではHuman Development、すなわち上昇志向の人間開発が主流でしたが、様々な要因により命が危機にさらされたり、生活が下降することを極力防止するためのHuman Security、つまり人間の安全を確保することの重要性が認識され始めたわけです。

I am currently engaged with research in the field of Human Security in parallel with my full-time work. Human Security is an academic field aiming at how to secure the dignity of each person’s life and his/her everyday life. An Indian economist and the laureate of the Novel prize in economics, Mr. Amartya Sen advocated Human Security in 1994. Until then, Human Development, which focuses on rising-oriented human development, used to be the mainstream. Human Security is to ensure that human beings who are in danger of facing a crisis due to various factors not to fall into crisis or prevent human life from going downward. Namely, the importance of securing human’s safety began to be recognized.

 現実世界では、それまで普通の生活を営んでいた人々が戦争や紛争、あるいは天災などによって難民や避難民になってしまう、放射能汚染によって故郷を捨てざるを得ない状況に追い込まれてしまう、人身売買の犠牲になる、貧困のために教育を受けられない、強制労働に追い込まれる、適切な医療を受けられない、飢餓状況に追い込まれるなどの事態が存在します。そのように、命の安全や日常生活の安全が脅かされ、下降することを極力避けるための学問と施策を研究、実施する領域が人間の安全保障です。

There are many cases in reality that people who have been living a normal life become refugees suddenly, and displaced people due to war, conflict or natural disaster. They are forced to abandon hometown due to radioactive contamination, become victimized by human trafficking, no access to adequate education due to poverty, being forced into forced labor, being unable to receive proper medical care, or facing the plight of hunger, etc. Human security is the area where academic research and implementation on measures to be taken are conducted to avoid the safety of life and security of everyday life become threatened and descended, to the utmost.

この視点から世界を見渡してみますと、いたるところで人間の安全が脅かされ、危機下にあることが見えてきます。 私たちが避けねばならないことは多数派に目を向けて少数派の危機的状況を無視することです。「一人ひとりの」という枕詞が非常に重要なわけです。よく多数の平和と幸せのためには少数の犠牲は許容されるべきであるという考えが表出することがありますが、人間の安全保障的観点からはそれはあり得ない思考です。

Looking at the current state of the world from this point of view, we can see how human safety is threatened and under crisis everywhere. What we should avoid is to look at the majority while ignoring the critical situation of the minority. The key words of “each and everyone” is very important. Sometimes the idea is expressed that victims of a minority should be allowed for peace and happiness of the majority. But from the viewpoint of human security, this idea is not acceptable by all means.

なぜなら人間の安全保障の思想的、哲学的基盤はあらゆるいのちの平等なる尊厳性にあるからです。これはまさしくすべての宗教の最も重要な価値観と一致しています。「誰かの犠牲の上に立つ何者かの繁栄は許されない」というのが人間の安全保障の根本的思想であり、重要な価値観です。

The reason is that the philosophical basis of Human Security exists in the equal dignity of all life. This philosophy is in unity with the most important and ultimate value of all religions.  “The prosperity of someone sustained by the sacrifice of others is not allowed.” This is the core concept and important value of Human Security.

私自身は人間の安全保障の研究を始めてから今年で6年目になりますが、研究に没頭すればするほど、一人ひとりの人間、特に弱き立場に置かれる一人ひとりを数字や集団としてではなく、大切な命を生きる一人の人として見ていくことの大切さを学んでいます。以前UNHCRを務められた緒方貞子さんは、何千人、何万人の難民を数で捉えてはいけない、一人ひとりの難民は、名前を持ち、家族を持つ大切な一人の人間であることを決して忘れてはならないと世界に訴えました。

I have been studying Human Security for the past six years. I am learning more and more about the importance of looking at people of the most vulnerable group as each who lives his/her precious life, not as mere figures or groups. Ms. Sadako Ogata, the ex-UN High Commissioner for Refugees, used to say that we should not see refugees as figures of several tens of thousands or millions. She appealed to the world that each refugee has a name and is a very important person who has a family.

もし自分の家族であったなら、危機に直面した家族を理由を探して助けたりはしません。本能的に、ごく自然に救いの手を差し伸べます。福島の原発事故の被害を受けた方々への支援活動もRfP日本委員会はずっと続けています。なぜなら、彼らは私たちの家族の一員だからです。身近な人も、遠くの人も宇宙的視点に立てばみんな人類家族です。ですから時には遠くの人に思いを寄せて生きることが大切だと思うのです。一日わずか何分間でも戦争や飢餓や病気で苦しむ家族に思いを寄せて生きているか、そのことだけでも毎日自分に言い聞かせていきたいと思います。

If they are my family, I will help them in crisis without finding out the reason for so doing. It is out my instinct and so natural to give a helping hand. Religions for Peace Japan has been assisting people of Fukushima who were affected by the severe accident of Atomic Power Plant. Because they are our family members. People near-by or far away from us are all the human family from the cosmic viewpoint. Therefore, it is important to live sometimes with thinking of people who live far away from us. I want to ask myself every day even one question whether I live my life even for a minute with thinking of family members who are suffering from war, hunger or sickness.

本来人間の安全保障と国家の安全保障は競合や対立するものではなく、相互補完的なものです。残念ながら昨今は国家の安全保障ばかりが語られてともすれば人間の安全保障がないがしろにされる傾向が見られます。国の安全も人の安全も両方が平和には欠かせません。私たちもそのことを肝に銘じて宗教間対話と協力活動を推進していきます。

National Security and Human Security are not to confront or compete against each other, but to complement each other. Unfortunately, there is a tendency in the present world that National Security is often spotlighted and Human Security is dismissed. Both securities are indispensable for peace of the people, nation, and the world. Bearing it deeply in mind, we go forward to promote inter-religious dialogue and cooperation.
